Act 44 brought big changes to criminal probation. This CLE will explore the history and policy goals of Act 44 and examine what this new law means for criminal defendants. The presentation will include the perspectives of the prosecution, the defense, and Adult Probation and Parole Services.

Jennifer L. Luciano
Director of Lancaster County Adult Probation and Parole Services

Jennifer Luciano is the Director of Adult Probation and Parole Services and has been employed there for 24 years. Prior to being promoted to various levels of management, beginning in 2011, she specialized as a Domestic Violence Unit probation officer, where she also served as a Domestic Violence Group Facilitator for many years. In addition to her director responsibilities, Jen oversees the Adult Probation Mentor Unit and remains a Motivational Interviewing coach as well as a Communication Skills coach, to educate new officers in the utilization of Evidence Based Practices in probation and parole supervision.

Travis Anderson
Travis S. Anderson, Esquire
First Assistant District Attorney, Lancaster County

Travis Anderson has served as First Assistant District Attorney in the Lancaster County District Attorney’s Office since January of 2024. Prior to this appointment, Travis worked in the DA’s Office from 2013 to 2022, where he served as acting First Assistant District Attorney in 2019 and supervised the trial unit as First Deputy District Attorney from 2020 through 2022. From 2022 to 2023, Travis served as an administrative hearing officer of the Pennsylvania Department of State. Prior to joining the DA’s Office, Travis served as Assistant Counsel for the Pennsylvania Department of Corrections, handling civil litigation and legal services.
